The Maryland Budget
and Tax Policy Institute
Established
in 1998, the Maryland Budget and Tax Policy Institute is a project
of Maryland Nonprofits and is part of the State Fiscal Analysis
Initiative, a national network of policy research organizations.
The Institute
provides independent, nonpartisan research and analysis of state
budget and tax policy priorities. Its particular focus is how policy
decisions affect low- and moderate-income families, other vulnerable
populations, and the important community programs that serve them.
Areas of analysis include:
- How policy makers choose to allocate public resources through
the budget process.
- Revenue policies, including tax equity and the impact of tax
changes on the long-term fiscal health in the state.
- The economic well-being of lower-income populations, the effectiveness
of the safety net in meeting their needs, and the allocation of
resources to organizations that exist to enhance the well-being
of disadvantaged populations.
- Other issues of broad community interest.
In addition to producing
accurate, timely, and accessible research, Institute staff provide
briefings on budget and tax policy issues around the state for nonprofit
sector advocates and staff members and other entities.
The
Institute is supported by the Ford Foundation and the Public Welfare
Foundation. Local and project-specific support is provided by the
Aaron and Lillie Strauss Foundation and the Open Society Institute-Baltimore.
In-kind support has been provided by the American Federation of
State, County and Municipal Employees (AFSCME).
